From a report about a legal case. XXXX (a company) is being represented as the bad guys - they seem to be trying to cover up an unfair dropping of a supplier.

"believe they have to produce" does not really fit with the suggestion that they are cooking up evidence. I want to say "think they can get away with".

I suggest 'understand' is the meaning of "croire" here, so preferable to 'believe' and 'think'.

Disclosure rather than 'divulge' for documents.

Given that "croire + devoir + infinitive" appear, whatever the tense, it is clear that X understood/believed/thought they were under a duty to disclose, develop etc whatever is being referred to.

I like Sue Levy"'s suggestion of "under a duty to". they may well be cooking up evidence as you put it, they may be trying to pull the wool over the eyes of someone or other, but you cannot escape what the French structure is saying.
