political appointees Explanation: funcionarios permanentes, concursados, temporales y externos = permanent functionaries, political appointees, temporary workers, and contracted employees I really don't know, but I guess that "concursados" refers to those functionaries working in City Hall who are political appointees, and who will work in their positions only as long as the mayor of their political party holds office. qualified public servants Explanation: No sé cómo se dice en inglés, pero creo que se refiere a los funcionarios que tienen que pasar por un concurso (prueba) para obtener un puesto. Esto es muy común para los cargos públicos en muchos países, para evitar los "acomodados". O sea, que la gente llegue por capacidad y no por "amiguismo". |
