agree  frenchloki (X): though I think the minimum refers to the mobility, not the criteria, but I could be wrong......

  -> Precisely, a minimum degree of mobility. "MInimum mobility" reads as unnatural in English, hence my suggestion of "crieteria", but I think it reads more naturally with some indication of level, degree, amount, etc, something quantitative.

My translated phrase sounds a bit awkward. I'm not sure whether they mean that each employee should be able to benefit from a minimum degree of promotion, or whether there should be a set of minimal criteria to determine promotability.
For a new system of "mobilité interne" however, I'd say internal promotion.

  -> Thanks for the comment Nikki.I agree it's hard to be sure whether the term refers to change of work place or rank . I opted for rank because in Moroccan Civil Service ( for e.g.) "mobilité interne" =advancement. I prefer your "defining.." btw!
