I realize I'm coming very late into this discussion, but "razão atendimento" puzzles me also. May I put the phrase in a different light? I found one hit in Google:

Here the context is the conditions under which insured members are reimbursed for medical expenses, and one case is "por razão de atendimento de emergências," etc. Without a context, it is difficult to say what the correct translation could be. My first thought was, "razão=rácio, índice, nível de" atendimento (some sort of statistics), but it doesn't seem reasonable. If the list is of services for which benefits are paid, one item could be "due to Emergency Room Treatment." For what it's worth...
