For some reason, the logic of this sentence seems to escape me (context is international law, UN, preventive war, self defense, etc)

l’état de nécessité ne peut jamais être invoqué pour justifier un fait non conforme à une obligation internationale si ce fait porte gravement atteinte à un intérêt essentiel de l’Etat duquel l’obligation existe.

Am I correct in writing: "... an essential interest of a State *held* to this international obligation"?
