'Assistencialista' has a strong negative connotation. It means basically handing out welfare benefits, like for example a 'cesta básica' (food parcel) to poorer people for political gain. 'Assistencialista' policies do nothing to drag its recipients out of poverty and tend to make them dependent on the benefit.

I think populist is an OK translation, but feel that there should be something better...
