I have a hunc these are two different 谷間.
As for the first one, due to 組織間のダブりや谷間, big organization always has a part usually not well tended to, or neglected area. So it appears they are talking about organizational incompleteness.

On the other hand, in the second sentence, this 谷間 seems to indicate "when things are not going well", namely economic and/or performance trough -- as trough and peak. A bad time. This I say if they are talking about up and down of their performance.

As I said same word 谷間 appears to referring to two different matter. Context or your example does not help to pinpoint this.

Or speaker does not know what he is talking about, or not clearly defining the word (unfortunately that is often the case in Japanese thinking mode).
