English translation:Royal correspondence system (between Emperor and his subjects)
Explanation:
御筆 means not just another writing, but by the Emperor himself. Therefore the word Royal must be there to signify its importance and uniqueness.
I'm not assuming this is a "standard" translation. But when you have to devise a translation that conveys the essense in its close proximity, this one may not be so bad.

Or it can be "His Majesty Letter" system.

agree  fuckproz: I agree. You definitely need to set it apart from a "normal" type of correspondance. But Imperial would be better.

There does not appear to be a 定訳 for this term.
It may be best to romanize the term in italics and provide an explanation in parentheses, such as (the Imperial Correspondence System used for communication between the Emperor and his officials), or similar.

Please note that 'Royal' is used for Kingdoms/monarchies with Kings/Queens, while 'Imperial' is used for Empires with Emperors/Empresses.

disagree  humbird: Thank you Kathy about your added note. However Japanese 皇室 is always referred as "Royal Family", not "Imperial Family". When you think about Japan's modern history, it is quite acceptable. There should be more flexibility in the usage.

-> You are wrong - Check your facts!!! It is much more common to say "Imperial Family", "Imperial Palace", etc. Furthermore, didn't you notice that this is NOT a question about modern history?

This bureaucracy reached from the imperial palace down to the subprefecture, or district level, which was roughly equivalent to an American county. One secretariat drafted imperial decrees; a second monitored the reports of regional and provincial officials and the petitions of local notables.
