The first is the answer if you are thinking of electric-powered. If you are seeking for manual こて, then it depends on the material of which it is made -- i.e. whether it is iron or copper.

Originally and independently used, the tool is kote. However in this case it is inflected -- means pronounciation is affected by the word that comes before, in this case ¥"handa¥", then bastardization occurs. In other words, in customary Japanese prnounciation handa-**kote** is hard to say, whereas your tongune (at least for a native Japanese speaker) moves much smoother when pronounced handa-**gote**.
Much like 特冊本, for instance, is tokusatsu**hon** and not tokusatsu **bon**.
