I do know the difference, however I cannot think of a proper way to phrase this in Dutch. Obees is not in Van Dale, so I cannot use this word.

The difference between being overweight or obese is in your BMI (body mass index). If you're BMI is 25 - 29, you are just overweight. If you have a BMI of 30 and more (= obese), you really should lose weight because you are more liable to heart diseases etc etc
(I know all about BMI and diets, but I never get to the actual dieting ;) )
