Because this phrase is not a noun phrase "a" is not necessary. Moreover, here "mixed" is modifying "recovery", and "still" is the word to signify that the recovery is ongoing, or in the progress. Still is modifying neither "mixed", nor "recovery".
My choice of Japanese 混沌とした means "mirky", "unclear", "unforeseable", etc. In essense that is what "mixed" means in this context.
It menas a lot of efforts are paid to successful recovery but results are yet to be seen.
