いまだに混沌とした回復期 Explanation: Willmatter is correct. It should be "still mixed recovery". Because this phrase is not a noun phrase "a" is not necessary. Moreover, here "mixed" is modifying "recovery", and "still" is the word to signify that the recovery is ongoing, or in the progress. Still is modifying neither "mixed", nor "recovery". My choice of Japanese 混沌とした means "mirky", "unclear", "unforeseable", etc. In essense that is what "mixed" means in this context.
