My draft translation so far:
At the same time, however, in the case of the Fisheries Jurisdiction Cases of 1974 in which England (and West Germany) argued that the unilateral extension of the exclusive fishing rights to Iceland were illegal and invalid, the ICJ evaluated that “even though according to international law England was in the right, on the other hand accepted to negotiate fishing rights” was “a judgment issued based on rules, and served purpose of finding a workable solution” … “it is important that the court, whose objective was to resolve disputes, was not content to simply apply law” thus introducing “portion of 'deference'” that was directed by the ICJ.

But what is this 「『賢慮』の一端?

Literal translation of 賢慮 as each character implies is "wise" and "thoughtfullness".
However in this case, the court demonstrated its discretion, which is also an act of judicial wisedom, which is also a political consideration (what else it can be?).
When I checked definition of "discretionary" here:

Please note that "discretion" or "discretionary" is highly legal term, so I think this is not too off the mark.

Please also consider this that I read 一端 "an example of something". Not necessarily "a part of --" (although could be just as good).
