I know there are two other previous KudoZ questions for this phrase but I am not sure whether or not either one actually fits here:

As df49f has pointed out, the valuer's/assessor's job is to assess the fairness (or otherwise) of a previously arrived at valuation. This valuation is (probably) an implied one: e.g. for a contribution in kind, the valuer/assessor has to say whether he thinks X shares in company A is fair exchange for Y shares in company B.

So, the valuer (which incidentally is the translation given by the Council of Europe legal dict.)...independently assesses the valuation of contribs in kind or....(and for that, we have to wait for the other question, although by now, specific benefits doesn't seem unreasonable)

agree  df49f (X): or has/shall have/shall be (solely) responsible for ... - and of course, unlike suggested elsewhere, it is absolutely necessary to translate the "évaluation des contributions...", because what the man assesses/apprécie is precisely that "évaluation"
