「法規制による強制」は、余り良い日本語ではありませんね。
「規制」は、どちらかと言うと「禁止、抑止、制限」の意味合いが強いのではないでしょうか。

neutral  mstkwasa: 原文では失業率上昇という前提での「停止」となっているので、一時的な措置とも受け取れます。恒久的な緩和・撤廃とは違うのではないでしょうか。

neutral  Kurt Hammond: deregulation seems to almost invariably be 規制緩和 or 規制廃止 but not 規制停止 - agree with comments by others that 停止 sounds to be a temporary suspension of pending improvement of economy, etc. (such as the current capital gains tax break in Japan)
