Selected answer:are in THE business of/in the habit of doing/as a rule
Explanation:
"Most managers and most organizations, however, are in business to create normal behavior, not to foster deviant behavior."

As was previously noted "are in business" can have a few meanings. One is the slang "you're/we're in business!" which means that all systems are go and work can now resume or start.

The meaning here is that managers and organizations as a rule are in the business of promoting positive/normal behavior and not encouraging deviant/bad behavior. "are in business" here in my opinion means that they are in the habit of doing this, it's ingrained and how they customarily conduct things. Just my take on this. : )

Oh, as a side note, I suppose you could translate this as they are literally in business to promote normal behavior but I think that would be incorrect since people go into business to make money. Just like us.

agree  Victor Potapov: Or "engage in their regular activities" - meaning that the intended purpose of their effort (work etc.) is to create normal behaviour.
6 mins
  -> Thanks, Victor.

neutral  Robert Donahue (X): Kpy, if you plug your answer in like so..."Most managers and most organizations, however, CARRY OUT COMMERCIAL ACTIVITIES to create normal behavior, not to foster deviant behavior." This doesn't make a lot of sense.

-> Robert - Agreed, but I very much doubt that that is the whole context.

neutral  Can Altinbay: I can't think of any context that would turn this example into commercial activities.

things are happening, we have started..........

Explanation:
In a more slang sense it can be used very widely in numerous ( not just business ) contexts to mean s'th has started or things are working.

I use it day to day with customers when their internet connections are BACK ON.;-)

are in business to
do whatever they do in order to

Explanation:
Part and parcel of whatever they do is to create normal behavior, not to foster deviant behavior.

Similar examples:
...firms are in business to create products that consumers want...
...universities are "in business" to create knowledge...
...Software engineers are in business to create social and economic value with software...

It could be rephrased as follows: However, most managers and most organizations, as a rule, create normal behavior rather than foster etc.
Or: ... are there to create normal etc.
