porteur d'offres

English translation: a possibility...?

French term or phrase: porteur d'offres
I'm not quite sure how to word this. This is about a firm that provides technology and management consulting and here they're talking about a network of their European consultants.

X est un réseau qui regroupe des consultants seniors d’Y (name of company) aujourd’hui développé en Europe. Ces consultants interviennent sur des projets à haute valeur ajoutée dans tous les secteurs d’activité. Se positionnant comme un réseau de porteurs d’offres, X vise à jouer un rôle moteur dans le développement des offres et de la valeur ajoutée du Groupe auprès de ses clients.

English translation:a possibility...?
Explanation:
I note that the other answerers all appear to be assuming that this is "offre" meaning a response to an "appel d'offres".

I just thought I'd say that "offre" tout court is a very common marketing term, used to describe, basically, anything and everything that a company provides in the way of goods and or services.

Indeed, "offer" is the English marketing jargon equivalent (wonder which came first?!); often terms such as "sales package" or "product range" can be used to replace "offer" in texts which, while marketing in nature, are not necessarily intended for those in the marketing trade itself.

So, these consultants, to me, are merely putting themselves forward as being capable "bringing" further "offers" (in the above sense) to the company - i.e giving them ideas to improve on what they offer, expand the product range, enter new markets even. If you know what the Group using these consultants actually does, you could use a more specific term, otherwise the best I can come up with at the moment would be "a network that provides product range/sales package solutions"

The editor and I were both unsure about this (though she leaned toward Charlie's interpretation) so I asked the agency to ask the client and here was the response:
"Le client me dit que "porteurs d'offres" se réfère à des "senior
consultants" qui innovent, pensent à des projets, et ces projets innovants se transforment en des offres qu'ils font ensuite à des
interessés potentiels. Ils se positionnent sur le marché avec leur propre
innovation, dans un domaine quelconque".
I ended up saying, "a network that offers innovative solutions..." Thanks to everyone for your suggestions.

Explanation:
It's open to interpretation.
They are "service providers" (as this is a network of consultants), literally "opportunity makers" but I would probably opt for "tenderers" (who develop and then meet tenders [appels d'offre] among there clients)
