'Blijken' can be translated a number of ways into English; 'imply/show/prove/turn out' are some of the possibilities.

Any suggestions for the following sentence?

neutral  jarry (X): I went to a French medium secondary school, so no need for holidays in 'la douce France' every year :-). Climate is one thing, culture is quite another! French culture is the most civilised in the world, no matter what the English might think.

Though I agree that "blikens" has all the meanings suggested by asker and the other colleague, I would translate it like this:

neutral  Siobhan Schoonhoff-Reilly: No, not really, but I do feel that 'evidenced by' should not be omitted. Simply 'mentioned' is too informal for a legal document.
