1)日本語で“大臣”を指す英語は Secretaryとministerの二つである。Secretaryはその省の最高責任者のことで、閣僚会議に参加する人のことである。日本でいう大臣はこれである。一方ministerは Secretaryを補佐したり、個別の案件を担当する人のことである。日本語では、両方とも“大臣”と訳すしかないが、Secretaryとministerには、このように大きな違いがある。
