Cannot see Japanese fonts in Win98

Hi,
i have windows 98,english os. i have global ime for japanese with language pack. however, i cant see the japanese font in mails as well as in excel documents.it shows junk characters.tried changing encoding but of no use!some folder has got deleted from my pc i guess...what more do i need other than japanese ime?
