We as an agency need help to find somebody to act as a point of contact with clients and translators.

As far as I understood, they are looking for project manager(s)?
OP, you may post it as a job on job boards? You may word the job title exactly the way you did here. Then describe what you are looking for in the job description box. Hope this helps.

I guess translation agency PMs can work both in house and remotely, but I guess in-house would be more common.

The options the system offers are for translation/interpretation/editing jobs selecting the pair(s) of languages.
We think it makes sense trying to find translators to work as PMs in a translation agency.
Often, the job will take less than an hour a day and can actually be done from a smartphone.

I don't know how they were posted, but they definitely were. Something like "Looking for a PM that would work for our agency from home, on full time or part time basis". Perhaps submit a support ticket asking how this kind of jobs are posted.

We are looking for a part-time Freelance Translation Project Manager.
You will coordinate translation, transcreation and copywriting projects in multiple language combinations and communicate effectively with all internal and external parties involved, including clients, translators and revisers. You will set deadlines for the translation project delivery, select suitable resources, monitor the project progress and perform quality assurance checks on each translation before delivering it to the client in accordance with the agreed conditions and deadline.
This is not a permanent role. You will manage ad hoc projects and be paid per hour or by margin percentage.
Requirements:
• A university degree in linguistics
• Proficiency in English is required plus at least one additional language
• Two years of relevant working experience
• Excellent computer skills; experience with CAT tools
Personal qualities:
• Outstanding organisational and leadership skills
• Multitasking and ability to set priorities
• strong work ethic
• Independent: takes own initiative, can progress work and ask for assistance when required
