1) How can something be "off topic" for an Off Topic forum?

2) Why is a whimsical discussion of cell phone functions further beyond the pale than the dozens of other subjects that have been discussed in this space? "Do you have Ikea furniture" is germane but "What do you want from a cell phone" is not? Baffling. Utterly baffling.
