suddenly can't send email

I have been using my Outlook Express as my email program for about two weeks, and all of a sudden today, I cannot send any email. I can still receive. I played with the settings for three hours to no avail. 10060,Error number 0x800CCC0E. Also Proz suggested settings do not seem to coincide with Lighthouse, I tried both, neither worked.
