Has this always been the case? When I click on my usual link to my cpanel, it shows me a non-secured login screen. I'd rather not have this password and username be sent unencrypted. Is the secure (https) protocol available?

Just request the secure port (URL) from your hosting company.
My hosting company is proz.com (or their agent); I've already tried the 2083 port; my browser (Google Chrome) marks the "https" as crossed out when I try this.
