Automatic vote for PRO when answering a non-PRO question?

Is it possible that answering a non-PRO question automatically means voting to make it a PRO question?

An example of this is at http://www.proz.com/kudoz/1070390 in the EN > JP forum. We all seem to be slightly buffled by this.

true: I also noticed this, I thought I had clicked on the wrong link, once..twice..but then I also saw comments by other answerers who had the same doubt about other questions.
