If I'm really too busy and the deadline can't be negotiated then yes, I refer the client to a trusted translator I know personally, who is usually as busy as I am. If the job offered was way outside my sphere of expertise (e.g. engineering), I used to refer the client to my guru and polyglot friend Christopher Austin who helped me enormously when I was starting out as a freelancer in 1990 but, alas, he died a couple of years ago.
