Basically, "Line length" tells where the line could started to be cut, and "Max line length" gives the hard limit.
I tried "10" and "50" as values. My source text is:
The rain in Spain. The Rain in Spain.The rain in Spain. The Rain in Spain.
My target text is:
asdfThe rain in Spain. asdfThe Rain in Spain.The rain in Spain. asdfThe Rain in Spain.
I expected this (for 50):
asdfThe rain in Spain. asdfThe Rain in Spain.The
rain in Spain. asdfThe Rain in Spain.
It could have been
asdfThe rain
in Spain asdfThe
etc. (otherwise, use 50 and 50).
You have found a bug, which seems to be triggered by the fact that your test is only a single line. I will report the bug.
If you test with a more usual text file (containing several lines), you should see that the target file is closer to what you expect.
