I thought that the satire was obvious. I guess Americans have an odd sense of humor. The article is meant to be a parody of all the "fast language learning" sites.

However, I think someone must have been reading this website's discussion from two (or was it 3?) summers ago about self-reported native languages and the possibility of testing. "My definition of fluency is that it is fluid. In other words, my definition of fluency tends to evolve in order to match my current level in a language."
