This is big news as previous the terms were a huge impediment to using their MT engine. Did anyone else notice this and have any comments about it?

I think that they had to react to this DeepL Pro announcement:

This does indeed look like significant news, as confidentiality remains a concern for my clients. I would be quite happy to try using machine translation as a kind of CAT overlay - the way I see it, it's just another tool - but the suspicion that somebody might be looking at my clients' data over my shoulder has always put me off. Quite honestly, I don't trust Google to do what they say they do. Microsoft, at least these days, strikes me as a more sedate corporate citizen that is less likely to try and push the envelope in matters of privacy.
