总比机器翻译得好吧。关键在翻译过程中（中译英），我发现有时候国人写出来的东西那叫一个狗屁不通。那种东西如果翻成上面这样也蛮好了。

To start a magazine, they need an editorial staff with the English proficiency equivalent to the People's Daily. IMO that would be a basic requirement.

Of course they have to have professional knowledge of the trade for which the magazine is being published.

I'm not saying they can't publish an English magazine if that's what they want to do. Nobody is going to stop them. Whether it would be accepted by the market place is another issue.
