“XX市人民政府”如何翻译

北京、上海、深圳等大城市人民政府的英文译名，以北京为例，至少有如下三种：

Beijing Municipal People's Government
Beijing People's Municipal Government
People's Government of Beijing Municipality

在深圳市政府办公厅公布的深圳市32个政府部门英文名中，“深圳市人民政府”字眼被翻译成“Shenzhen Municipal People’s Government”。

本人认为不妥。词典中有“municipal government”（“市政府”）的词条，是“形容词修饰名词”的词组结构，但people’s 插入其中，则形容词“municipal”容易被理解为修饰people。

大家如何认为？

市政府是众多衙门的统称，并非哪个/些特定部门，用xxx City Administration/Government就可以。

municipal是直辖市/自治市，不能随便用的。

“人民”一词被彻底滥用了，玷污了这个词。这是题外话。
