difference between revised and earlier versions of the same document?

If you are talking about the difference of word count between revised version and earlier version of the same document, you might count both and take the difference.

It tracks all the changes and can show them in side baloons etc.
the question is how to count the words added during revisions

I have attempted to count revisions also without finding any way of actually doing that, so found it easier to time myself and charge by the hour instead, for example if with a charge 40 dollars and the revision taking 1/2 hour I charge 20, etc. If the revision takes 2 hours the charge is 80 (just examples). The pricing for revisions is something that is agreed upon between me and the client ahead of time.
