La rencontre avec le « Monsieur Brexit » de l’Union européenne (UE) animée par Sylvie Kauffmann, éditorialiste au Monde et Jon Henley, journaliste du Guardian, a fait salle comble, samedi 5 octobre.
A trois semaines de la date fatidique du 31 octobre et quatre jours après la remise d’une ultime offre d’accord par le gouvernement britannique de Boris Johnson - qui refuse le texte négocié par sa prédécesseure Theresa May et l’UE - la présence de Michel Barnier au Monde Festival avait pourtant de quoi être remise en cause. Mais celui qui dit avoir « inauguré la méthode de la transparence à Bruxelles » et avoir travaillé avec son équipe en « informant en permanence » n’a pas envisagé de changer son emploi du temps. « J’ai une conviction, depuis le début de cette négociation, c’est qu’elle ne peut pas être secrète, c’est pourquoi je suis venu en parler », explique-t-il.
« Le no-deal ne sera jamais le choix de l’UE »
La position du négociateur européen est claire : si le gouvernement Johnson ne « revient pas avec de nouvelles propositions sur deux problèmes graves que nous leur avons signalés, je ne vois pas comment nous pourrions avancer, mais, moi, je souhaite avancer ». Les problèmes en question : le retour des contrôles douaniers entre l’Irlande du Nord et la République d’Irlande, et le droit de veto sur l’accord que Londres souhaite accorder à l’Irlande du Nord. « Nous devons préserver l’unité de l’île [les accords de paix du Vendredi saint excluent le retour d’une frontière physique entre les deux Irlandes], mais aussi protéger l’intégrité du marché unique européen », précise Michel Barnier. Et M. Barnier d’ajouter, en réponse aux Britanniques qui ont bien accueilli la dernière proposition de Boris Johnson, « qu’un accord, ça se fait à deux ».
